Stop making IAS/IPS etc. some major imperial deal. Stop allowing random subject papers. These people are going to be administrators, so just use standardized IIM-CAT/GMAT type management tests to filter them. Easy to run the selection. Do not allow subjective interview to skew matters. This will rapidly get rid of JNU/’The Hindu’-reading candidates.
Select high court and SC judges through a transparent process. No more cozy clique that picks its own. Then have the candidates go through a gruelling confirmation hearing in the state Assembly or Lok Sabha as the case may be. This will weed out the old-boy network nepotism.
Revamp education process dramatically by doing three things: a. offer it in local languages, along with compulsory sanskrit, english and hindi papers. b. make all (esp engineering and science) education highly practical, give them projects from day one. c. progressively eliminate teaching positions in universities, as MOOCs and distance education is enough. project work and research output should be the primary criterion for ‘tenure’.
